I am preparing a bi-lingual technical dictionary for healthcare administration management. But I want to make a database for entering the terms and other related fields so that I can have an electronic and online dictionary. That is I want to add new words in the database so that everyone can use it and after some time, perhaps, publish it as a reference book.

So I am looking for a program or something to do this important task.
