Isn't special theory of relativity an offshoot of a measurement problem, though of different kind than from quantum mechanics?

If a watch is designed whose measure of time does not depend on light speed, or a photon bouncing off between two parallel placed mirrors, will the different phenomena from special relativity still hold? I know that having such a timing device is difficult, or may be impossible perhaps!
