The List of Open Access Journals can be seen on DOAJ  ( Directory of Open Access Journals). In Open access model, many Indian and Foreign publishers have started publishing but instead they are asking some handling charges to support the publication and editorial office charges. Govt. Agencies are also publishing papers in their journals free of cost like NISCAIR journals published by CSIR ( NISCAIR), New Delhi , Indian Academy of Sciences, Bangalore , INSA Journals , New Delhi etc. You may see the journals published by IIM Kolkata and IIM Ahmedabad. 

University of Nebraska also publishing many journals and host to the Open Access Repositories. You may check this site also. Many more are available. But I have idea about Library and Information Science journals.

Visit http://doaj.org/ and do your search according to your preferences (discipline, publication charge, language, publication frequency...).

Well, almost all journals that are not ONLY open access-based are free, in the sense that in order to publish your paper there, you don't need to pay anything at all. So which model would you prefer? 

Almost all Cambridge journals are free. Just check their site or, simply google Cambridge journals.

Some Hindawi Journals are actually free. Please check the following link: http://www.hindawi.com/apc/ 

To check for the indexing, please go to the following link:

Elsevier and Springer are also free but provide support for Open Access options.

In case of Hindawi, most Journals do not have impact factors. Such Journals cost about USD 600-800, but when the Journals do have impact factors, they will charge USD 2000.

I did a little research on Computer Science Journals List, Review Speed, Impact Factors, and Open Access Fee from Elsevier, Springer, and Hindawi. Please find them on the attached links.

Dear All,

I updated the Elsevier list with a new column: Acceptance Rate, based on Elsevier Journal Finder results. In my view, there is a correlation between the Impact Factors and Acceptance Rate. As writers, we generally want a good Impact Factors Journal with higher Acceptance Rate. Thus, I make a new column, i.e., Acceptance Rate times Average Impact Factors. Hope this would be helpful.
