Lack of concern and care for others. GED is a big word and encompasses many dimensions which is not easy to measure. Like all latent variable and concepts we need to test for validity and reliability before we can be sure of what we are measuring.
How do we measure it? Is it even measurable consistently across different societies and cultures?

I think, the world has been experiencing GED since the formation of the first State. I think, around 8,000 years ago, in the Middle East. I was proposing in another thread-- there is no such thing that has the capacity to generate so much bitterness and mutual hatred in men and women such as the idea of the country--- such as the United States of America and say, another country, such as, the (former) USSR, the Soviet Republic (during the Cold War time, post-WWII to breakdown of USSR).

The humans ( from the way the nature is ) ) always try to preserve themselves and their Community and species .
At times of lack of resources and without any real danger to humanity, of course people are doing everything to preserve themselves and their family or country .
Like in war . Until now, in the history , the young and fit ones went to war and sacrificed their life and the vulnerable were protected. This time is the other way round but not really difference . Survival is much more stronger than empathy!
Empathy is a noun, "the ability to understand and share the feelings of another".
Cambridge Dictionary web page says:
"the ability to share someone else's feelings or experiences by imagining what it would be like to be in that person's situation".
...Now, what would be the definition of GED? should follow from this definition.

Yes. I think the globalized world is an abstract concept, although some people and organizations would like a more empathetic and integrated world. I think that it is an imperative need, but very far from being achieved. It depends on man, the most complex animal on earth.

The lack of attachment/emotional affection/ relationship to other people's problems. In this concept everyone is for/on himself and others' issues are non-existent or insignificant.
Yes their is a GED due to the deterioration of values and a general focus on capitalism. As such, people are like in a competition and only those who survive emerge victorious.

Joseph Tham a case example is people from my country hiding trillions of cash in banks abroad, which was initially acquired for aid to marginalized communities so that these vulnerable people continue to suffer. Could you supply some evidence or data or information from your country?
I believe it is a form of a Kurt Schneider's psychopathic personalities.
Kurt Schneider in his "Psychopathic personalities" ( he categorises 12 of them),
describes such absence of this empathy deficit.
Bringing this terminology on different fields (e.g. psychotherapy) does not change the coral description.
