Is the total number of regular groups (R) always greater than the total number of singular groups (S) in RS steganalysis?

Hi, everyone.

I used RS to analysis the stego image, and I noticed that the total number of singular groups (S) is greater than the total number of regular groups (R) sometimes. But the description mentioned "R will be greater than S" in RS scheme. So, I want to confirm "R will be greater than S."
