Its due to less cycling especially in developing countries where status is adjudged by your mobility irrespective of health advantage inherent in cycling
i see that the answer is coming late but still - what about development of cycling culture and repression. I am no expert in this but I would say that if we talk about "cycling nations" reason might be increased awareness of culture, based on education and training. On the other hand, for instance Slovenian police at least occasionally takes "preventive actions" very seriously and is catching cyclists for everything form crossing the red line to speeding (fines are usually about 10% of average net salary - not defined that way but it is easier to explain than write fine for each possible offence). And risking such lose of money makes you think before speeding with bike and possibly get killed.
