This is quite a messy matter. First of all, the title, though I noticed that the publisher themselves use the title “journal of social sciences” on their cover, it is registers with the addition of THE. The journal “Journal of the Social Sciences” ISSN 0253-1097 is indeed published by the Academic Publication Council-Kuwait University http://pubcouncil.kuniv.edu.kw/jss/home.aspx?id=1&Root=yes it is a subscription-based journal. The strange thing is that as mentioned by Rodney Duffett it is included in the list of Scopus titles but that is no longer indexed in Scopus according to: https://www.scopus.com/sourceid/60824
One of the reasons if not THE reason is that there are indications that the journal is hijacked (see enclosed file with an example of an open access paper while the original journal is subscription-based). Indeed, comments on https://www.scimagojr.com/journalsearch.php?q=60824&tip=sid indicated that a fake open access version of this journal used to be active on http://www.apcjss.com/ (website no longer active). So, the journal you asked about is no longer indexed. Not sure whether the existence of a hijacked version is the only reason. It could be that once that matter is resolved the journal might try to get their indexing back.

However, details about for example Scopus content coverage are missing. I think the indexing used to be the case while the journal was published by Taylor & Francis, however since 2019 they no longer host this journal: https://www.tandfonline.com/toc/rjss20/current At the very best Scopus is evaluating whether this publisher and the current status of the journal is still eligible for Scopus indexing. At least the current owner of the journal is not mentioning Scopus indexing: http://krepublishers.com/Journals/JSS-AboutJournal.html Personally, I would not trust this publisher, but this is another discussion.
I think that the hijacked journal has even indexed content in Scopus. This paper (Discoursal analysis of phraseological of euphemisms: Experimental data in teaching englishArsenteva, E.F., Arsentyeva, Y.S.2016Journal of the Social Sciences 11(6), с. 1042-1048) has totally different issue number in comparison with other papers indexed in Scopus. And pay attention to the pages. It is typical to predatory and hijacked journals.
@Albert @Rob Keller I don't understand why there's a lot of confusion regarding the authenticity and indexing of a journal. Authenticity/indexing/abstracting of any journal can easily be checked on Scopus resources website (https://www.scopus.com/sources.uri) and master journal list of Clarivate, web of science (https://mjl.clarivate.com/search-results). Moreover, ranking of any journal in ABDC list can also be easily checked on their website (https://abdc.edu.au/research/abdc-journal-quality-list/). Despite having all the resources for verifying the authenticity of any journal, i don't know how people fall for predatory journals.
@Fatemeh Coverage of the above said journal by Scopus had been discontinued in 2016 (https://www.scopus.com/sourceid/60824). Moreover, Scopus also publishes a list of excluded journals from it's indexing every month.
One of the reasons why there is a lot of confusion because Scopus is no more an instrument to check the authentic journal. The content of hijacked journals end up in Scopus freuently.
