Criterion to be watched by the others can be ethics; however, the fundamental driver in decision-making is value (benefit ralative to cost) in the individual level, I think. We thus need to consider the instinct nature of humans when developing a certain viable strategy.

What does we understand as strategic? Can we evaluate strategic value of strategic decision? There are many problems to solve before talking about the ethic relied to strategy....

I do not believe that the final or final limit is ethics, or in any case the ethical procedure. Rather, ethics, understood as a body of rules on which we reflect, is the basis for all discussion. It is what offers a floor on which to establish a dialogue of understanding. Then, assuming input from the participants' ethical positions, we can establish strategies and protocols of multicultural understanding.
