Is the CreERT2 leak a probability event?

I recently encountered leakage problems with CreERT2 transgenic mice. In some female mice, we observed strong leakage, but not in a small percentage of female mice with the same genotype. We confirmed the genotype repeatedly using PCR, why is this? Is the leakage an event with a certain probability of occurrence?
