Stannous organic compounds are very effective catalysts for PU synthesys in general. I am not sure about stannous octoate, but DBTL has very good selectivity towards NCO+OH reaction instead of NCO+H2O.

If isocyanate is reactive enough sometimes you can get away without usage of any catalyst. In other cases it is impractical to perform a reaction without catalyst.
