I have written research proposal on social cohesion from educational perspective for PhD economics but I am confuse that either is it topic of development, public or macro economics? Any answer will be highly appreciated

If you want to fit economics, then it is closer to development. Definitely it is not macroeconomics. I also would not put it in public economics that deals with public goods, public finance, etc.
There is a clear research programme in development economics for social cohesion, at least since Knack & Keefer (1997), and probably before in more heterodox perspectives.
For public economics, there is, I think, some research not about social cohesion per se, but about how framing a message for tax compliance, appealing to social values (cooperation, etc) can be useful to effectively reduce tax evasion.
In education, I'm not sure, but I imagine it must be some research on civic education an social values that must be interesting for you :)
I live in a under developing country, Mexico, here we consider this topic as part of development economics, ultra useful to our countries, mainly when we attack problems of insecurity and violence. Obviously is an heretodox element is not part of mainstream economics. Is working by socioeconomist with an open mind, mainly with a formation en Latin America.
The World Bank Development Reports have included this aspect in several of the reports. I recall a chapter 4 in the Jobs WDR from 2013 about jobs and social cohesion, but the recent one in 2015 on "Mind, Society, and Behavior" could be relevant.
Social cohesion is one of the aspect of economic development. The World Bank Development Report deals with it. It has gained some importance in recent period. More or less it talks about behavior pattern of given group.
Social cohesion being related with economic development has attracted researchers who are in pursuit of understanding economic growth. In the Rodrik (1999) Journal of Economic Growth article, he explored social divisions/cleavages (which can be taken as the other side of cohesion) as compounding factors for the cost of economic shocks and he finds that countries that experience steep decline in growth are divisive societies with weak institutions.
Winton Bates defines social cohesion as access to opportunities, high levels of personal security, and willingness to commit voluntarily to constitutional processes.

Economic development is a function of many types of "capital". One of which is human capital, and more recently social capital. Social capital is affected by the degree of social cohesion. So, yes social cohesion is related to economic development. It is a complement to the other economic prerequisites entering into the developmental mix.
