some of the academic institutions have a rule by virtue of that rule all teaching faculty members have a requirement of a specific number of publications in indexed journals for promotions and increments -do you have that in your institution? what are the rules in your country ? and do you support it or you are against it.

Yes we have this in our institution. For suoervising PhD thesis we have to publish after thesis al teast one article in WOS indexed journal with impact factor and the journal should not be listed in Beall's predatory journals list and must be free of charges.
I think that this restriction is the best way to get a real experience in publishing as a researcher.

In my home country INDIA, different universities follow different conditions. For instance, to get a Ph.D under Anna University, the research scholar needs to publish at least two articles in ISI listed journals.
Of course, there must be a yard stick to measure the productivity of a faculty for promotion. It could be number of publications/patents/books/chapters in well reputed publishers.
It is hard to see a better alternative. If one didn't have peer reviewed publications as a criteria for faculty advancement it would likely be based on department management opinions and quantitative teaching performance.

In my department we require 2 accepted papers and one manuscript for a third publication from a PhD.
Regarding faculty members: Professors should co-author 2-6 papers per year as an average over some years depending of their seniority and level (assistant professors 2/y, associate professors 2-6/y, full professors 6/y).
I think it is a reasonable level as we have many PhDs and access to many types of project funding.
