I am not sure about the IJSER you mention. Because some of the researcher said it authentic though it published some low quality paper at the beginning of this journal.
But be careful there is a 100% fake IJSER. This one is http://www.ijser.in/#sthash.VhFLXUId.dpbs
Unfortunately we can't trust this journal as I have submitted one paper recently to this journal and got acceptance in 3-4 days time. The notification email didn't have any reviewer comments, so I asked for the reviewer comments. The didn't reply back. I understand from this experience that it is not a mainstream journal rather publishes and accepts almost every submitted manuscript regardless of quality. Therefore, I decided to withdraw my manuscript.
Well, I am about to attend an online conference organized by them for 19th - 20th, December 2015. I hope this is not a MISTAKE. Colleagues, do you think I should participate?
@ Hassana Ibrahim Mustapha. I think you can participate since you have been committed to associating with them ans also to also learn from other researchers and network, but you should know that they are among predatory journals with alot of irregularities and shortcuts. Subsequently you should be careful of where to send your abstract for call for papers and conferences. I think reputable group, associations, societies which relates to your field with strong base of scholarly exposures are things to be considered before apply for conferences and publishing papers.
International Journal of Scientific and Engineering Research journal is definitely a fake journal, and I recommend that you submit your paper to a journal with a well-known publisher.
IOSR Publisher has many journals in different fields, but the whole journals published in this publisher are fake, and will accept any paper in just a few days without review process.
The main purpose of this publisher is making money.
Thank you folks for sharing the info. So, in summary, sounds like that being listed in Thomson Reuters is a good litmus test. Any other agencies? Also, does anyone know of any LEGITIMATE scientific or technology journals, that for whatever reason actually aren't listed in Thomson Reuters?
But i think that the International Journal of Scientific and Engineering Research isn't a fake journal. But this journal have not any good indexing and impact factor.
You can see that the research-gate decrease its IF to zero.

I couldn't accept your opinion about the validation of this journal. I searched all JCR lists over the last five years, but I didn't find any results for this journal. Thus, the outcomes from Research-Gate are not true!
All ISI journals should have an abbreviation name, but there is a lack of this type of name for this journal. I didn't recommend this journal for any purpose.
If you think your paper has the great potential to publish in better journals, I recommend to withdraw your article because IJSER seems to be a fake journal.
According to my opinion when journal has no indexing in Thomson Reuters ...etc. it does not imply that is a fake journal; I think the best expression to this case it has a lower rank that's all
I would like to mention that this journal has not been included in the list of indexed journals by Thompson Reuters ( Web of Science) or Elsevier (Scopus). It is not a qualified/recognised journal.
I don't know what qualifies as fake, but I took a look at the journal because it published a review on a topic that interests me. Based on what I see, I think this is a low quality journal (low quality publications, editorial board of unknown or poorly known researchers). I would not waste my time publishing in it.
Most of these Journals are in India and they do publication just for the money. I will never forget a bitter experience I had with them. Someone stole my work in The International Journal of Engineering and Science (IJES) and get it published (Words for Words, diagrams for diagrams) in International Journal of Advanced Research in Physical Science (IJARPS). I said to myself, does this mean that IJARPS does not have tools that check for plagiarism? Then I wrote ( with the two papers attached) to inform IJES about the case, and guess what? I got a response from IJES that my papers was accepted for publication. I said what!!!!!. In my mind, I said do you want to publish a paper that you had already published for me about 3 to 4 years or the Plagiarized copy?. Then I realized that they do not even have reviewers. Just because they saw attached documents, it was good enough for business as usual. I was angry in my mind and sent them a very tough message and then I realized that IJES removed the copy of my work from their site instead of defending me. It took me another week to get them to return my paper online and later IJARPS removed the plagiarized copy from online.
According to my opinion , it is worthless journal, we can not find this journal in any well reputed list, like, JCR, web of science, engineering village, SCI, or ISI or clarivate analysis, or JIF ..etc
So in my opinion no one should publish in this or such type of journals
This is a fake or predatory journal pretending to have an impact factor. The title "International Journal of Scientific and Engineering Research" itself is indicative of its predatory nature. They can publish anything under science and engineering! Before sending a paper first check the credentials of the journals. Ascertain whether it has been listed under "Journal Citation Reports" or "Scopus". By the way, is there any ResearcGate impact factor?

It seems that because of minor differences in the Journal titles these are mixed up,

The International Journal of Engineering & Science (THE IJES) [Computed by African Quality Center for Journals: 2.18] Impact Factor :7.2
Dear Researcher, The International Journal of Engineering & Science (THE IJES) is an International peer reviewed, open access, Engineering and Science Journal promoting the discovery, innovation, advancement and dissemination of basic and transitional knowledge in engineering, science and related disciplines. We aim to revolutionize industry by promoting legitimate and effective research.
We welcome original research articles/manuscripts as long as their research questions are important, new, and relevant to general readers and their designs are appropriate and robust. (Online- ISSN: 2319-1913; Print-ISSN: 2319-1805) The (IJES) provides individual hard copy of certificates to all authors free of cost at their postal address after online publication. ..... ..... ......

Their E-Mail was sent from editorsend

".......For information about Journal scope, review process, publication charges and policies please visit www.theijes.Com Kindly forward this e-mail to your group of Friends/ Students/ Colleagues/ Associates/ Fellow Researchers, who may be benefited out of this.
Thanking you.

one can see their unprofessionalism
(e.g. >> www.theijes.Com, or: "who may be benefited out of this" : a natural way to say this is "who will benefit from this", the passive transformation of this sentence would be "who will be benefitted by this" ...but: this to me seems horribly awkward writing).
The least thing is the unprofessional end of the closing of their E-mail (no Editor's name as well as the addition of a "mumbo-jumbo" e-mail address
"[email protected]", the domain owner [submitmails.com] listed in 'WHO is' as:

Your suggestion to change the initials of the predatory journal "The IJES: The International Journal of Engineering and Science" has been taken into account and forwarded to my office, which will process it as soon as possible (normally in the next hours). I asked to keep the original form while adding the suggested abbreviations in parentheses at the end of the mention, because the predatory journal is presented as "The IJES" and not "TheIJES" on its website. But the addition of an abbreviation of this type remains relevant because it will avoid, in the future, the possible confusion in the abbreviations. I thank you for this suggestion.
Your message is very complete and rigorous - as usual, and I thank you for it.
