The hydroloysis degree is appropriate, but the concentration of the starting PVA solution is also important, as well as the number of alternative freezing-thawing cycles, and the cycles duration.

I would suggest a minimum PVA solution concentration of 10-14%, and at least four freezing/thawing cycles. If it still doesn't gellify then you should try to increase the freezing step at say 24 h.
