I work in the synthesis of ceramic submicron-fibers. there is already published a method for synthesize MoO3 fiber with electrospining, where were reached high purity (it is important to remark that Mo-ceramic fiber have not been widely investigated). I worked in a new synthesis route changing the precursors and of course the parameters, but no the method. results are also promising. however, I doubt if it is enough for a publication.

Definitely you could. So many articles have gone through the same method, however, they published parametric studies. Please try to go for it. Good luck ,,,

But if you will do an application, there are chances to get published into good impact...
Agree also with the former answers. For a world class journal I have reviewing manuscripts and often we see that new research results are the key to get a worthwhile articles. Give it a try ... you might be surprised.
yes, you can but you should give clear indication and reference of previously published article

Everything depends on upload of novelty in your study. If you can explain some mechanism, show some new application or study dependence of synthetized material properties on preparation method than you can have good paper. If not, there are always so called "mega journals", i.e. Sci. Rep.; RSC Adv. or New J. Chem. etc., that are supposed to publish articles desribing suties that are not very novel but technically were performed in a proper way.
