True Hermann, I believe cost saving should be made a pillar in individual country treasury as they allocate subsequent years budget and disbursement of funds to government institutions, the more you save the more you are allocated
Public procurement process spans the whole life cycle from the identification of need through to the end of a services contract or the end of the useful life of an asset. Although this procurement process aspires to achieve the best value solution, this does not necessarily mean the lowest cost but the optimum combination of the whole life costs and benefits that meet the needs of the government.
