Having that students are playing video games instead of doing their homework’s, is this considered as an indicator of “playing games is a cause of the students’ low educational grades” or “is a symptom of a problem in the educational system”?

I would say that playing games instead of doing homework is more a symptom of uninteresting homework than a cause of low grades. It's not the games that are causing the low marks, it is a lack of engagement.
