Is our planet becoming too bright? Has it led to the migration of harmful insects to Europe?

While attending a conference in Saratov, Russia. A paper was presented on the nocturnal migration of non-indigenous disease causing insects to Europe and other parts of Asia from North African countries due to the lightening up of European countries. I would like to know if this trend has also been observed in other European countries besides Russia.
