I really hope it should never do away with on site peer assessment. I personally feel it is one of the best methods one can have in Indian scenario at higher education. It becomes an authentic review system as the peer team recognizes the institutes in their all qualities like discipline, regional qualities, type of stakeholders, actual functioning of the institute (though it is for short period of time), etc. The personal visit by the team matters a lot.

NAAC seems to be involving learners' participation more in the process. However, I too see the participation of community is missing distinctly in the proposed draft. I am more than sure that this could be suggested to NAAC and hopefully they will think positively about it.

We are evolving in our educational systems over a period of time. Both methods or systems have their own advantages and set objectives. One has a short term assessment(annual) and the other one is a long standing assessment( 5 years). People are geared up due to some national level centralized assessment methodology. May be, it is fully numerical assessment(more on Quantitative with little qualitative). The real problem to any assessment and accreditation agency will come after five years. The Institution will show their five year NIRF rankings and say we are at top in some level. The Visit based Peer Review may have to look into it very seriously. If the visit team underestimates the annual national rankings, and put the institute at a lower grade, then there will be more appeals and issues of concern. At that stage, some policies may help the institutions to decide, on how to go about in future. There are no short-cuts in both the methodologies. That is why, people simply accept and do it. Necessity is the mother of invention. These inventions(frameworks) came due to necessity. One got global acceptance, already. The other one has been accepted, at national level, during these years. Our concepts of Made in India and Make in India are working well in India.
