Yes its safe, so long as it doesnt enter the under the flap, else it might lead to foreign body reaction and pus formation/abscess. Suitable to passive flap closure (where you dont need to coronally or apically displace the flap, or vertiacal incisions. You can also used it as an adjunct, whereby youll need less number of sutures. So few sutures at wide gap will hold the flap in position and adhesive will support complete flap closure.
I've also used it so seal gingival sulcus in patients where full mouth local drug delivery was done. It was very convinient and comfortable to use with no side effects.

I had a huge grant form the government of Canada to do research on N- Butyl- Cyanoacrylate so I would consider my self knowledgeable in this area plus I published several appears in this area after applying N-Butle-Cyanoacrylate on the skin and in the oral mucosa
Here is the answer to you question is it safe or not it is safe if use d with reasonable cautiousness. My research shows that wound healing would occur if used correctly and I mean by that do not let the N-Butyl Cyanoacrylate go below the surface of the wound (in the subcutaneous area) It has to be on the surface otherwise my research shows that any tissue adhesive below the skin or oral mucosa will be a foreign body reaction so keep the adhesive on the surface and it will function better.

My answer to the new York article is that they are talking about Methyle-Cyanoacrylate which in USA and Canada is some times sold under the name called Crazy glue and may be in other parts of the world .Crazy glue is Methyle-cyano acrylate . one should remember that the company which makes Crazy glue never recommend using it on humans it is used for gluing steel wood and plastics but not for humans
All the research done on Methyle-cyano-acrylate in the 1960’s and 1970’s shows that it is absolutely carcinogenic. In the Vietnam war Methyle-cyano Acrylate was used to stop bleeding and adhere tissue especially in a lacerated liver ,almost all military people who were administered MethyleCyano Acrylate had cancer of the liver because Methyle-cyano Acrylate was used directly on livers severed by bullets in the Vietnam war. You can read all this in this fantastic Research book written by a United States Army Doctor by the name of Dr .Teruo Matsumoto..and here is the title of the Book: which was published in 1972
