Petrazycki believed that the law may speed up the natural processes of evolution of human nature. People evolve (naturally) from selfish individuals in a more altruistic ones. However, the correct legislation may speed up this process. Is this function of law possible?
Law does not exist in vacuum. It exists in society. As an instrument of social change even in the modern society, it may often regulate human conduct and include morality. however, if pedagogy means training through dedicated convent model teaching and training certain aspects like participant observation, co teaching for training are the possible processes of Pedagogy in law. If we mean .legal pedagogy as legal teacher training, its in deed possible to train law teachers to make them better evolve as good teachers through the pedagogy by requiring them to have social application of the law and involve the students and teachers in empiricism i.e., practical field application of the norms of law to make them better understand the efficacy of law objectively. Hope that legal education and research get more and more practical field observation included which has been a rare sight.

I just can not figure out how people tun into altruistic individuals through the time ,this sounds to be a very optimistic view of evolution , in most cases altruism is victimized by human egotistic tendencies , and personally I am of the opinion that legal procedures can not be very effective in curbing such propensities.

What's the evidence for this claim? Is the claim ,meant to describe people as a group over time or an individual over their lifespan, or both? I don't think it's true for either case, however.
I also find the claim that this process, if it exists, is "evolution" rather than "development" or "change" to be questionable. Evolution is a specific process that requires the existence of variations that result in differential rates of production of offspring. It is an unproven theory that cultural or social factors can be considered to be subject to evolutionary dynamics as a system separate from genetic evolution. If this is a claim based on cultural or social evolution, then it is in need of even more support than if it is a claim based on genetic evolution.
If it is a claim based on genetic evolution, there would still need to be evidence that altruistic individuals produce more children than selfish individuals. This is still a difficult claim to make as what is considered to be selfish and what is considered to be altruistic varies among individuals and across cultures. For example, certain cultures would consider acting in one's own interests as developed from personal experience and education with a low regard for the interests of their family to be selfish. Other cultures would consider demands from family members that go against a person's beliefs of what is best for them personally to be a selfish act by the family member. Similarly, what is considered to be selfish or altruistic behavior with regard to a person's children varies greatly. Does providing children with extensive material resources help them or hurt them? This has been a topic of debate for thousands of years.
