At the time this journal is/was active (and the publisher behind it) it was not included in Beall’s list. Not because they were good or not but simply because it is/was not open access in the ‘real sense’. (However they charge no APC but charge costs through a subscription fee construction). It nevertheless has been described as suspicious a couple of years ago:

Whether or not in Beall’s list is by itself not enough but there are other red flags:

-Location and contact is vague and unclear (Dover, DE, Atlanta, GA, Toronto, Ontario, Canada, 866-624-2458), mentioning in their ‘our history’ page: We located the base of our operation from Toronto to South Florida in 2006, and after a significant expansion in 2008…

-Link to the mentioned journal indicates that basically no years are accessible:

could be because it is in essence a (self-claimed) subscription based journal, but who will read your papers one might wonder.

-According to another link:

the last couple of years all published papers are effectively open access. However no information can be found about APC and so on. To me it seems that they desperately want to stay away from a critical evaluation as real open access journal.

-DOI does not seem to work for the few samples I checked.

All together I feel that you need to stay away from this one. To say the very best “they are still busy getting their act together” but in the meantime I would say: try another journal.

Generally, an accredited journal will NOT contact you to submit papers, unless you have a prior relationship with them.

I attach the Scopus, IBSS, WoS, Norwegian, DHET, sciELO SA 2020 lists of accredited journals.

If the journal not listed on any of these lists (which in this instance it is not), then I suggest that you rather select one that is listed!

For what it's worth -- I, too, received two requests to submit a paper I was scheduled to present at a conference, but did not because of the pandemic.

I had a request as well... first time a journal makes me such a weird proposal...

Yesterday we presented our paper (and the conference ha not finished yet) and they have just emailed me. Predator or not, for sure they are proactive.
