Actually, what happen in Indian Universities most of the institutes teach Semi Custom VLSI design (VHDL) for the name sake of VLSI design. They don't have fabrication facility even for demo. Due to which students have only theoretical knowledge which i think, insufficient for engineering UG or PG students
VLSI design is not just about fabrication , even no fab units available for students to work or learn practically here. But I think VLSI is going to capture India in near future like IT , university should teach VLSI subjects . VLSI industry in India expected to be 17% increase by 2018 as per one semiconductor company in Bangalore . Future is VLSI we need it to survive in d world later or soon. We r already dependent nearly all hardwares as import from other countries.

- You dont need a fabrication facitilty to make VLSI circuits. There is no business so international as chip business. Writing Verilog and VHDL is like writing software, can be totally disconnected from building the hardware.
- The RTL design languages VHDL and Verilog are also used for FPGA design (coding style is a little different), so you dont need an ASIC or a fab to run hardware code. An FPGA is just as good.
- Dont equate VLSI with VHDL. VHDL is total junk. All serious companies use Verilog. If you want to teach RTL, teach Verilog and not VHDL. Some disadvantages from VHDL:
+ You cannot use clock gater cells in your RTL design. (Well, you can, but they dont
simulate correctly in VHDL, while they do in Verilog.) (And, for a decent low-power design, you need them.)
+ If you want a free simulator, for VHDL you can only use the Modelsim starter edition,
it has a very nice user interface, but is dead slow. With Verilog, you can also use
Verilator, and its blazing fast.
+ Also on the simulator: The C-languange interface is part of the Verilog language,
and you cannot use it using VHDL with a cheap simulator.

-It is not necessary/mandatory to have a laboratory or fabrication unit for all courses/subjects, but if such kind of facility is available then the concepts can be justified effectively.
-The percentage of distribution between theory and practical subjects in our(indian) universities is 70% and 30%, which indicates a clear defficiency for many subjects/courses.
-Keeping these factors in view, i can say that VLSI Design must be taught at both UG and PG level.
-We can use the videos and images related to VLSI fabrication, in support of our concepts taught in class.
