Is it the responsibility of the reviewer to check the similarity index of the manuscript and inform the editor about it. is the self plagiarism allowed? i.e. the plagiarism of an author matching its own old papers.
Please note that it is not the responsibility of the reviewer to check for similarity. As we know, for most journals, the editor is the deciding authority to accept or reject manuscripts. Normally, a paper will be read first by the editor or an editorial committee member, who will then decide whether it should go to a referee and whom. The editor should arrange for similarity check and only if he/she is satisfied, it should be given for peer reviewing.
