In the main, busineses react to actual and future opportunities generated through inter-govenrmental agreements intended to pursue a globalisation agenda of some sort. Granted, most of these agendas are influenced by lobbyists from business. So whilst there is a bit of business pushing globalisation and globalisation pushing business, the reality is business can do very little in real terms without a globalisation agenda (of some description) leading them.
