I do not speak Spanish or Japanese and defenitley many researchers do not speak arabic. Is it acceptable and sensible to cite a paper that was originally published in a language other than English, given that the paper contains only an abstract in English and it is being cited for a method?

Yes it is. The author of the paper can have many good reasons not to publish in english. For instance, perhaps he is dead for many years. Would you consider as stupid to cite a paper by Cauchy or Gauss? It is not your problem but the problem of the author. Your problem is to cite good papers independently of their language.
