Is it ethically right for an editor of a journal to publish in the same journal that he/she serves as the only editor?  (please note, there are no co-editors on this journal-just only one editor). I ask this important question because I observe that an editor of a popular journal in Africa publishes in every quarterly release of the same journal that he serves as the ONLY editor on board. Likewise, I know another editor of a very popular Journal who reframes from publishing in the Journal that he serves as the co-editor. At least being a co-editor, you can still publish in the same journal while the co-editors handle the review process to avoid conflict of interest. But the editor in the second scenario refuses to publish in the same journal. I am confused because I want to know which of these two individuals are doing the right thing.
