Some time I realize that Editor did not see our paper or without looking reviewer comments take decision-Reject/accept/revision. If after one revision, Editor say your paper out of scope, it look silly/childish act to me.
An editor cannot be an expert in every areas a journal publishes articles and therefore very much dependent on the outcome of the expert reviews. However, reviewers also may not be fully knowledgeable about the subject matter of the article and therefore may make silly comment. It is the editor's responsibility to judge the quality of review. However, because of high work-load, an editor cannot give enough time to judge the quality of the review. In that situation, there is no harm that the corresponding author can inform the editor to reconsider the article showing proper justification outlining how the reviewer failed to properly review his/her article.
