I tend to write a research proposal about using AI advancements like Machine Learning or Fuzzy logic to tackle the problems that software engineers face in effort estimation stage of their projects. However, I have no significant background or knowledge about AI and it's deep layers and algorithms.
Is it wise to assume that I will learn AI adequately during my PhD programme?
What you can do is collaborating with someone who is an expert in this field and put his/her name as Co-PI. You can also claim that you will hire a PhD or master student with AI skill set who will help you in this project.

Yes you can do that but you need to collaborate with someone who has expertise in machine learning or AI because this field is too complicated to learn in just a few years. To save time and effort, you should have a co-author for your intended research or if you really want to learn machine learning and AI then you need to put your paper on hold for a while and focus on it first.
I've known someone who has PhD in Physics but she started attending bachelor in computer science classes because she wants to learn how to code and learn Machine Learning and AI because in their field, they needed to extract data from huge data sets and she doesn't even know how to code so she decided to take computer science class. And now she's already good enough to perform some basic algorithms for machine learning.
My point is: The shorter way is to collaborate, but you can't really benefit in the long run for it while the long and harder way is to learn computer science or coding from scratch and make advancements in your field in the future.
