perchlorate is not used for its content of Cl, but for its chaotropic effect. If you want to substitute, you should try a similarly chaotropic salt, e.g. thiocyanate.

Thank you for your answer, the reason why I would add NaCl is to prevent the aquation of cisplatin and its analogues. You helped me a lot.
