I am interpreting data that i obtained from pulse echo technique of elastic measurement, but the values of the longitudinal velocity is around 7000 m/s and Young's modulus is about 212 GPa. I want to know whether my values are with the range or outside the range for glass material.
Firstly, I want to clarify that I am not sure if such a high Young's modulus exists for glass.
If you ask about soda-lime glass, then the (linear-elastic) Young's modulus would be around 70 GPa with outliers still being contained within the range of ~40 GPa-85 GPa.
The strain-rate does not affect Young's modulus within a range of 0-400 1/s, at least this holds true for annealed soda-lime glass.

The compressional velocity is given by
V = Sqrt[(E (1 - nu))/((1 + nu) (1 - 2 nu) rho)]
where E is the Young modulus, nu is the Poisson ratio, rho is the density.
You know the compressional (longitudinal) wave velocity V and the Young modulus E. The density of glass is around 2500 kg/m^3. Compute the Poisson ratio. This leads to a quadratic equation with no real roots for your data. For glass the Poisson ratio should be nu = 0.22, and the Young modulus 70 GPa (rather than 212). This lead to the compressional velocity V = 5654 m/s, which is in agreement with the laboratory data
