There are a number of papers looking at the effect of transcranial direct current stimulation on memory. Here is an example of one that found an improvement in verbal working memory: doi: 10.1016/j.neulet.2018.09.047.

Machines like motors and lines, laptops and computers, printers, refrigerators etc. produce strong low frequency waves of more than 300 Volt/m with permissible value 10Volt/m during the day and 1,5 Volt/m during the night, whereas these machines produce magnetic fields of more than 300 nT with permissible value 100 nT. We have enough sources to shoot our brains.

If you search the internet for "electrical brain stimulation equipment" you will find information on a number of companies selling the equipment. According to a 2017 article in Scientific American (https://www.scientificamerican.com/article/do-diy-brain-booster-devices-work/) more than a dozen companies sell transcranial direct current stimulation equipment to the general public. However, as the article mentions it is highly advisable to be very cautions when using such equipment. One possible danger not mentioned in the article is kindling, a phenomenon described many years ago in rats. When a small current is passed though the brain of a rat many times over several weeks the neuronal pathways affected by the current become more and more sensitive to the current. Eventually the animals have seizures.

In contrast yes. Actually it depends on the current flows through the specific region in the brain. So we kept electrodes like that.
