Top academic hierarchy is the standard bearer and it’s their responsibility to set the quality environment. If institution wants good academic people to become part of the institution then they have to control the process. They have to make sure that best professionally groomed and research oriented people are in selection committee. It is human tendency to select those who are like them or below to them in academic achievement. If selection panel is inexperienced then they will not be in position to judge the quality. They will consider that why to make life difficult for ourselves by selecting people who are much better than them.
Create professional committee and develop professional associations to advise and facilitate top hierarchy about selection, promotion and probation decisions. This process must be monitored by the top academic leaders of the institutions and they must ensure that mediocrity do not have any place in their institution.
Estoy de acuerdo en que la calidad en las escuelas debería ser tendencia al alza, sin embargo, la calidad implica evaluarse en un proceso continuo, cíclico, en todos los sectores que la integran no es cuidar solo el proceso de selección porque tener inmejorables credenciales no es suficiente para garantizarla, tampoco es solo responsabilidad del cuerpo directivo y de apoyo de una dirección todas las personas implicadas le abonan, desde el director hasta el personal de intendencia, incluye por supuesto a los profesores, si cada uno hace muy bien lo que tiene que hacer la calidad viene por añadidura, saber si todos hacen lo correcto pasa por establecer criterios de control adecuados y dar seguimiento permanente.

I agree, Quality is subjective, but continuous improvement comes at a cost in a company that has a group of researchers. When a researcher is responsible, quality is always carried in his ideas and writings.
