I am looking to come up with a solution to avoid electrocution.
When we come in contact with the exposed portion of a wire we get electrocuted. What I a asking is that can we modify power signals such that it can travel only through copper/Aluminium so that we can avoid Electrocution through accidental contact.
As mentioned above your q needs more specifics. However a possible scenario is to indicate say a live terminal (240v 50 hz of a wall outlet) using a high frequency signal in series with source and a passive detector. The electrical paths normally are conductive, inductive, capacitive and radiative . The signal you have in mind (not the power signal) can choose the main path depending on frequency and the medium properties e.g in Hv trafos partial discharge detection is one such application.

You may look for Low- Voltage High- Frequency power transmission.
Low voltages will not cause electrocution.
However, high frequencies are lossy & noisy.
