I had prepared the P3Ht film (~100nm) and recorded the PL spectra at an excitation wavelength of 780 nm and the emission spectra resembles the similarity to that recorded at excitation wavelength of 450 nm. Is it an instrumental error or have some scientific reason.
I need some valuable suggestions so Please guide me.

According to Kasha's rule emission should be independent of excitation wavelength so your 780 nm excited spectra being similar to 450 nm excitation is line with it.
Coming to the title question, if the sample absorbs at 800 nm you should be able to excite it.
I will repeat what I have requested to lot of people before. If you can show the spectra to us we can give a better suggestion.
You detected the typical behaviour of luminescence in accordance with next main rule: excitation of highest electronic levels of any substances is followed by very quick nonradiated transition/relaxation on to lowest level and just after then radiation transition are starting. Some distinction of a such spectra may appear because self absorption of these spectra.
For luminescence of free atoms this rule isn't work.
