My thesis deals with a specific case. Ministry of the Environment in the Czech Republic wanted to declared PLA near the confluence of two rivers. There are floodplain forests, high biodiversity and it is so interesting place. But there is also oil wells and so much wood to lifting and it is the problem why people do not want to declare PLA there. So they have a lot of objections and I would like to tell them that their objections is not true. And it is the reason why I try to find support, literature, sources that say opposite of their objections.

I'm also working with a topic that discusses the Protected Areas in a reginal context. I do not have a publication, but I believe it is possible to think about these large areas as development factors. The problem is that public managers in Brazil, still regard them as an obstacle to the immediate economic growth.

You might take a look at Merlin Hanauer and Paul Ferraro (and coauthors) work on protected areas in both Costa Rica and Bolivia. I believe they find impacts on poverty and deforestation. The results also look at the tourism industry if I am remembering correctly.

Yes, but it depends on which dimension you are willing to evaluate. Some of them, for example the environmental one is harder to assess, if you are willing to give it a specific economic value.

A holistic and sustainable approach to Regional Development is based on the four pillars of development; Cultural, economic, social and democratic. Each one of these pillars have their own indicators based on which one can measure the impact of PLA.

But, one has to adhere to and believe in long term impacts and sustainability of development whereas rapid exploitation of finite resources, may bring fast economic development but this is short sited and in some years it would all destroyed.

Furthermore protection does mean freezing a zone, as certain activities under some protective measures can take place that will contribute to local culture, economy and social development.

EU through structural fund and Leader Program contributed to the creation of cultural/parks in particular in Spain. There are also National Parks and cultural parks in France.
