Is it possible to calculate reliability estimates for a low base-rate, dichotomous item in MLM? Any suggestions for an appropriate alternative?

I reported within- and between-person reliabilities for the emotion outcomes using the procedures by Cranford and colleagues (2006) but for my dichotomous moderator I get a 0 item variance and am unable to get

between- and within-person estimates.
