I would want to know what justification the earlier study gave for their sample size. If they didn't give a solid reason for their sample size, then replicating poorly done work is not an advisable strategy.
But, if that article is highly cited, then that is evidence that other researchers have accepted their methods, which would give you sufficient justification for using their work as a standard in your field.

The question seems very simple to be answer, but in reality, it is very difficult to answer this question. You asked two queries, one is related to sampling design and the second is about sample size. I think, if the selected research has same context and geographical background, then, there are chances you can replicate the same design and sample by acknowledging that research. However, most of the time, one cannot adopt the same design due to diversification and novelty of a research, therefore, one can utilize the review of literature as a guideline and adapt (by some modification as per your geographical characteristics) sampling design accordingly.

Assuming that those citations are in the kinds of journals that your potential reviewers would read and respect, that might well be good enough. Of course, that will apply even more so to the journal where your original reference appeared. (The best case scenario would be if you were submitting to the same journal.)
Overall, the key issue is whether you will indeed enhance your credibility by including a statement such as, "I followed the procedures used by XXX when I..."
