It depends on the quality of the conference. Papers presented in conferences are not necessarily innovative. They can even be trash. Submitted by participants when they could not publish anywhere!
However, organisers of good conferences will never accept trash
Some Conferences publish Abstract of the papers only without ISBN. Such papers, if good, should always be published in a journal.
