Is it legitimate journals to ask you "Not to have sent your draft simultaneously to other journal"?

It is a very common requirement. Very ungry about that. My last delivery spent 7 months... for a final "No, sorry". My longer record have been 28 months (!!) since my paper delivery to journal until its publishing. What do you think about that? Some strategies to share? Thanks
