My initial gut response to this question would be no. I don't think we have ever discussed bacterial OMVs as being organelles as one would canonically think of an organelle. That may change in time as we learn more about their function, formation, and regulation, but I think for now, I would not call bacterial OMVs an organelle. There are publications citing exosomes and eukaryotic microvesicles as organelles, so if that nomenclature gains in acceptance you may see bacterial OMVs also be called an organelle.
