I agree that it looks suspicious but it can still be entirely reasonable, as many have said before me. I think also there are many instances where the editor has appeared as an author in that journal they edit. As long as it is honest, is the key phrase as Sandip Kisan Gavade says.
Being a reviewer of a journal and sending papers in the same is not a crime. This may be because after reviewing so many manuscripts one has gained experience what to write and how to write. Such people won't have to refer to guidelines for authors for setting their MSS. they write it straight and send. It may be an advantage but as long as the work is worth publishing it is not immoral.
