Is it allowed to publish part of a journal paper under review as a conference paper?
I have submitted a full research paper to a journal. I'm waiting for the review answer and I want to submit part of this journal research paper as a conference paper.
I saw similar cases in some conferences where the conference paper was a part of a bigger journal paper published before.
I want to confirm if it is allowed.
Simply No. The one condition of publication is that the paper is original and not been considered for publication elsewhere. However, you can publish the full paper after a conference paper, but you have to mention that the results were presented in so and so conference. For more clarification you can ask the same question to the editor or can read the publication policy of the journal.
Andre - it would depend what you mean by 'part' of? If it is only small parts that then, as a whole, form a summary - then that might be acceptable. If, however, it is more substantial and direct 'cut-and-paste' and/or the overall looks quite similar to the original article - then Bahadur is correct that this would not be acceptable. Good idea as well to approach the editor if unsure.
In general you publish your work in conference and its well mature extended version with more contribution may be submitted to some relevant journal. The case you are telling is just a reciprocal with no sense.

Two papers should not be exactly the same, even partially and even if one paper is under review. Make the second paper somewhat different from the first e.g. small changes in algorithm, different datasets, differences in comparative analysis etc.
