Is it a better choice to write a report or an article?

I have recently been the manager of the waterfowl census project in a part of Iran. The census data is completed and ready for publication.

Now I have this question: is it better to publish this data in the form of a report or in the form of a scientific article?

It is important to me that the data will be usable, and accessible to everyone, and the same time that others cite it, it also contributes to my scientific credibility.
