The impact factor (IF) of a journal just tells you how often articles published in this journal are cited on the average per year. The term average already makes clear that the IF doesn't say anything about the standard / quality of an individual article.
Dear Nityananda Das I might add that we did ca. 30 years of (successful) research where measures like impact factors and h-index were just not available because there was no internet. We only got a feeling of the impact of certain journals from regularly reading them in the library. After that, I always considered the impact factors when choosing the right journals for our publications. However, I always suggest to remain realistic with respect to the impact factor. It makes no sense to submit a routine paper to a high-impact journal where it gets a desk-rejection. In our field of research (chemistry) there are good journals which have an impact factor in the area of 1-2. Most important is that the chosen journal has an impact factor at all. Only then your valuable research will be read worldwide and eventually cited.
