It depends on the point of view, education, culture, level of education, character and many other things. When a person has a lot of things he can not see the little things and can not enjoy them.

I think people can be truly happy, if they've found what makes them really happy in this life. It depends on individual traits, right education in a family, school, and later in life. There is an element of luck as well.

The question “ What is happiness ?” is rather a philosophical one. Since ancient times, sages have tried to know him. And how much humanity will exist, so much will it look for an answer. But this is one of those few questions that do not need to be answered. Happiness is in simple things, and many people have the happiness in their hands, but they do not see it, after all everyone has their own recipe for it...
As for me, happiness for me is the possibility to be yourself and love and perceive life and peaple as they are:) and not wait for anything in return; to live today and now, to rejoice in every minute... in the end just to go home where you are waited.
Sometimes life brings trouble to us, but also at the same time it gives us the strength to overcome them. Happiness is in our hands. Except for a few moments in life that we must overcome to become happy again:)
Happiness is partly dependent on one's conscious actions to enjoy it ; and is dependent partly on other peoples' conscious or unconscious actions to help us enjoy same or prevent us from enjoying same.
Happiness is related to our mind ,our attitude of our life ,our social environment & such other related areas but to me one has to take the happiness of his own so that he may receive the overall happiness for himself ,& also for his own development .
Happiness should be experienced & it has the tuning with the mind & as such we have not to go for happiness as it remain only our identity .
A value system must be based on honesty. In such a case there would be a state that has effectiveness with really happy people. To adapt to the corrupt system means to lose dignity, honour and integrity and to degrade.
Sometimes things are in front of our eyes but we do not see them, but expect them away from us look at the horizon and then do not see anything that negatively affects our lives and frustration.
Poor people "see the things in front of their eyes" very well, besides they perceive their beggarly salaries and even forecast their disempowerment. They don't see anything unexpected- greed of "the elite" has no limits.The happiness of the ordinary people is in seeing the right things.
Everyone wants to remain happy. But due to lack of clarity in thoughts it becomes a bit difficult for a common man to remain happy for a longer duration. Happiness comes from within, so one must cleanse his/her inner self for living happily.
