To the best of my knowledge, not even personal experience with "the other side" has yet to be empirically verified in any way. Whether we are talking about the Dalai Lama's memories of past lives, or corroborating near-death experiences, the question of the afterlife as a universal phenomenon must await empirical falsification or verification. Proverbs 1 advises us not to take the Biblical text too literally. What truly disturbs me about this question is the uncanonized Book of Enoch's nightmarish distortions of demonology and angelology that have undermined any chance for an accurate grasp of Biblical symbolism.
Universal in what sense? Some options: (1) Everyone is necessarily damned for eternity? (2) Eternal damnation is possible for each and every person? (3) Everyone is damned but not everyone is damned for eternity?
