In my country, Iraq, Education is free in all stages beginning from kindergartens up to postgraduate levels. It is run by Ministry of Education and Ministry of Higher Education. Education is not compulsory.

In the USA, from elementary through high school, education is free to students with buses taking them from their home to school and back. It is compulsory. College education is not free but State Universities generally offer cheaper tuition than private universities.
claimed to be free in my country but not really free . it is not compulsory. although according to our law, it should be free for all, it is just a claim.
In India, it is not practically compulsory, not practically free at any stage, though official declaration may be different.
In the Govt. aided schools, the education quality is such that those people having a minimum financial capability to admit their offspring at private institution, goes there. The students take admission in the Govt. aided institutions try to take private coaching in spite of financial problems.
Russia: education up to 9th class is obligatory, in total 11 classes (the last two are not compulsory). Children attend schools from 7 to 15 (obligatory) or 17 years old. All other higher levels are not compulsory, but free for talented children: those who passed difficult final school examinations (Standard State Examination, Russian abbreviated 'EGE'). Based upon the final examination scores at the end of 11-year long school education 17-year old children can apply to universities. The higher the scores the more prestigious university one can get in. In case if scores are not enough high, but family can support financially, a student may still study at prestigious university for extra fees.
