While digital libraries have information systems as subsystems inside them, their behavior may not be of an information system. If this claim is true, then we can not assess the digital library using methods that are useful for IS, like CSF(critical success factor) or TAM(technology adoption model).
I see no reason to exclude digital libraries as a type of information system. They receive some inputs, process/store them and provide information as output (this is what IS do). They may have some particular elements or behaviours (many other types of information systems have peculiarities), but I would certainly include digital libraries as a type of information system.

A digital library can be a system of systems, or a cluster of systems, each having information input and information output, and completing some sort of information manipulation or transformation. I agree with Dr. Molino in that they can be considered information (meta-)systems. Perhaps the most complex, comprehensive, and heterogeneous one is the WWW. It is however a completely different issue to specify its functionality on a technical (rather than abstract) level in a comprehensive manner.
This is becoming even more true as information is being tagged, linked and interconnected on so many levels.
A digital library is definitely an information system. For example, one may extract a lot of information from ACM Digital Library or IEEE CS Digital Library or Elsevier ScienceDirect, Springer, etc. Components of an information system can never be information only. If it is true, where the information will be stored ultimately. Therefore, the components of an information system also include technological parts, without that no database or information system can survive.
Referring to Information Systems definition, Digital Library compromise all IS specifications, therefore its an information system.
