I'm looking for a tool to use in a systematic review of quantitative measurement studies, specifically studies that involved survey development. I've reviewed many "traditional" study quality/bias assessment tools but would like to find a checklist that addresses issues specific to survey development (item selection, consistency, reliability, etc.).

I came across this article by Boating and colleagues (2018) and am tempted to use Table 1 as a checklist but would like to be more systematic about this (Best Practices for Developing and Validating Scales for Health, Social, and Behavioral Research: A Primer).
